Deep Blue mentioned in the Conseil d’État’s 2026 annual report
Deep Blue Foundation’s 2026 annual report, ‘The Sea and Public Policy’, drew on evidence from the Conseil d’État, and the Deep Blue Foundation is cited therein as one of the key players in French maritime culture; several of its recommendations are reflected in the report’s proposals.
The Deep Blue Foundation is featured in the Conseil d’État’s 2026 annual study, *The Sea and Public Policy*, which focuses on France’s major maritime challenges and the direction of public policy. We are particularly honoured by this recognition.
Two submissions submitted to the Conseil d’État
Having been consulted as part of the preparation for this study, our team contributed to the Conseil d’État’s deliberations through two reports: one on maritime public policies, and the other on education relating to the sea and maritime affairs in France (see our news item from June 2026).
Deep Blue is mentioned twice in the study:
- on page 438, amongst the organisations contributing to the promotion of French maritime culture;
- on page 554, in the list of people interviewed.
Recommendations taken on board
Several of our recommendations are echoed in the proposals put forward by the Conseil d’État, particularly in the areas of education, higher education, training for public sector managers and the development of a genuine maritime culture within French society.
This contribution reflects our conviction that academic research and young people have a vital role to play in shaping public policy and building our country’s maritime future.
Acknowledgements
Our sincere thanks go to Marc Guillaume, Vice-President of the Conseil d’État; Rémy Schwartz, President of the Section for Studies, Foresight and Cooperation; and Fabien Raynaud and Stéphanie Vera, authors of this study, and to all the teams involved for the high standard of their work and our discussions.
